Missing part

Good morning bbo friends,I have a part missing,i think.I installed my bumper Sat on my 65 Belvedere,and while i was under the car i noticed two sloted holes in the frame with nuts just below the rad on each side near the front.Im wondering if there is some type of pan missing.Any help would be great.Hope i explaind it properly

Yes there is a splash shield that protects the rad. I have one I'll sell! Get back to me if your intested.
