Is it necessary to prime and paint the underside of brand new bumpers? If so, what paint is recommended? Thanks!
 
Not necessary, but wouldn’t hurt. Rattle can? OR 2-part epoxy if you have a paint gun
 
Agreed that it's probably not necessary as it's a very thick piece of steel. However, I cleaned up the surface rust on the inside of my '70 Charger bumper because it looked unsightly, and painted a couple coats of DOM16 (Canadian version of POR-15). Nobody will ever see it after reassembly, but there's something to be said for peace-of-mind. :)

2K epoxy primer would be best for new steel.
 
It is a good idea to kill rust and paint the back of bumpers.
I have seen a few times bumpers rotted out from the back.
