Just to explore different options, when I had 3 chrome pulleys I wanted to paint, the company I took them to stripped off the chrome in a reverse process. Cost me $40. I don't know what they'd charge for bumpers, but you'd get back clean steel. Many companies are begging for work and I'm sure a quick job like this would be welcomed.
