Odd double buckle belts

In my Charger, someone put double female ended belts bolted to the transmission tunnel side. its odd and very confusing. would it be for a should belt also? i dont have a shoulder belt on the roof. These are annoying as hell and id like to replace with the correct buckle belts in the front, 1970 Charger for reference.

Weird my roadrunner bench and my old 70 Charger had double belts
 
Those are the correct belts for a 1979 Charger. The second is for the shoulder belts which are missing from your car.
 
Model year 1968.5 is the point for federally mandated shoulder belts.

IIRC they had separate buckles until 1971, then a funky slip disk, like a CB radio mic clip, then were integrated into the retractor in 1974.

As noted, the double belts are normal for a 1970 Charger, and other 1970 B-bodies. Actually, for a bench seat or bucket seats with center seat/arm rest, there are three. One is for the shoulder belt, and if the shoulder belt is missing, it has been removed. A 1970 car would have the shoulder belt from the factory. Shoulder belts were mandated in all US cars built on or after January 1, 1968 ( Title 49 of the United States Code, Chapter 301, Motor Safety Standard ).
