Overheating problem! Help!

I installed a Champion radiator with electric fan on the front of the radiator and still run my mechanical fan. The reason I went with the electric fan is because the in traffic it would get as 220-225 on a 90-degree day. Problem solved. It now runs 190 degrees all day long. I also installed years ago a high flow water pump.
 
Are you saying the tip of the blades should be 1/4" away from the shroud? If so, that would not allow for engine movement, sagging of engine mount rubbers or left side of engine lifting under load.
