Assuming solid spacers between the rockers, you can bias the whole assy against one block,, and measure between the assy and the other block,, or,, spread each rocker tight against the block,, and measure the gap inbetween . Then position the shims so the rocker is centered over the valve.
A tedious process. How long do you want it to last? It's worthwhile to do it right the first time.
