Hmmm, you said you had it apart and let the floats hang down? there is a specific gap for them if one or both of them are not set right could be the cause of the flooding issue.
I thing the gap for the floats is 7/16" could be something as simple as bending one of the float arms for correct gaping, saving yourself $350 JMO
But like you said you can go get something new that you know is new bolt it on and go problem solved easy pezzy lol
