Where to purchase complete, restored 440?

Really? There was an article last month in Mopar Collectors Guide and he made 440 blocks that could be used for wedges and RB. I guess I lost a bet.
 
Pick the year and options you need, and pay any of the guys mentioned. Bob George is a great shop out of OH. Not sure of any down south though.
As for what you want - the builder or you will have to source the right parts which will add to the bill. I think the $10K figure is light for the correct parts, and concours type detailing with the right parts that have been restored and in the right paint. Prob be closer to $11,500.
