Windshield Wiper Adjustment

I have a '67 Belvedere. The wipers rest where they are supposed to when the wipers are shut off. When the wipers are on, the arms do not seem to travel as far to the left, (driver) side as they should. See attached pictures. My question is: Is there an adjustment to fix this issue? Do I have the incorrect wiper linkage?

Was the motor rebuilt changed? Can be clocked wrong.
 
It is possible that the motor has been changed at some point. What does "clocked wrong" mean?
 
The gear inside the motor has different holes for different applications. Might be in the FSM.
 
They are not positioned correctly on the shaft. Remove the arms and rotate the clockwise a spline or two.
 
I tried that. The arms seemed to sit too high or far away from the cowl molding when in the park position.
