318 backfires through exhaust after hei install

1970 satty, 318, upgraded to hei box and dist, now car is " sluggish" and backfires through exhaust under power.. messing with timing, didnt help.. any thoughts
not mine, trying to help out a friend

Remove plugs and burn off the crap with a propane torch. Don't get to happy with the torch, you'll see the change. Unless it is a racing 318.

Check rotor to cap may be crossing to next lug with advance
bring motor around to timing mark and check
The pick up plate may need adjusting

Just for good measure, I'd scrape the contacts inside the distrib too. Be sure the external contacts are clean also.
