Yep, and if your main gallery has, say 60 psi, the rocker shaft will not see the same pressure but substantially lower than that.
The valve train does not require that constant pressurized oil film like a crank bearing does.
The OEM style rockers are like a cup that contains some volume of oil for lubrication, it just needs to keep them full to ensure lubrication.
If you changed to some aftermarket roller rockers they will have a squirt hole in the back to provide oil to the upper ball/cup of the push rod and adjuster, which is also an open ended hole and will not give any back pressure to allow oil pressure to build up in the rocker shaft.
