What is the largest front tire I can run on my 63 Plymouth and not hit the fender lips ? Does a 70 series or a 65 series fit better ? THanks

It will depend on the wheels' offset/backspacing, and ride height.
I've had 215/70R15s catch the bottom front corner on a 15x6 "mag" wheel; front was lowered only slightly from stock, maybe 1".
Common interference area on most Mopars - A & B bodies in my experience - if the tires are tall enough or the wheels have much offset.
On several cars, I've trimmed a 45-deg angle - measuring 1" up and forward of the stock "point" - and just touched up the paint at the cut edge.
It's very rare that someone even noticed it - and only from familiarity with the issue.
