Any Ford Tech's here need timing belt help

My son bought a 2003 for focus svt 2.0 that broke a timing belt. He had the head rebuilt and put it back together with all new parts. Now he has this pattern on the belt. Any idea what would cause this?

Wonder what the idler pulley/or tension devise if it has one
looks like
if that is making the pattern
or the belt was routed wrong, too tight
looks like a cog pattern, like the cam gear has

otherwise, not a clue

Used to do many of those back in the day, but don't recall that pattern...first thought is too tight.
 
We set the tension according to the fsm. I figured it was probably too tight. Ill double check the tension in the little window for the tensioner. May have to bring it down a little.

Did you get the pin to hold the crank?
 
It looks to me like the tensioner pulley and/or the idler pulleys (there are two?...one near crank sprocket and one near cam sprocket) are dragging. Take the "new" belt off and throw it away. Do the following before reassembly with a NEW belt:
1) check each pulley to make sure it rotates freely and smoothly by hand.
2) Check end play by hand. There should be no end play you can feel by hand.
3) Check radial play by hand. There should be no radial play. That is, you shouldn't be able to feel/see any wobble movement when turning it by hand.

The above are typical checks on a timing belt engine. I'm not familiar with this particular engine. So, check for timing belt guides and check the various covers for rubbing.
