Over charging problems

Any ideas on troubling shooting a over charging problem. Everything on the car is new. I charge 15-16 volt at the battery

Likely either a bad ground at the voltage regulator, low voltage at the sense wire or the contacts in the regulator are stuck closed.
If you can take the cover off the regulator look inside with the car off and see if they are closed.
