That price doesn't sou d bad at all. The thing to consider is that 3000 cfm might be what is required .
I would ask about their engineering exchange rates or delta T ( Entering H2O Temp - Leaving. Temp = Delta T, @ what ambient temp & CFM/GPM).
So if you have a 200F- 180F= 20F @ 95F OAT & 3000 cfm & 20GPM. They should have a spread sheet that quantifies several varibles. I had a bunch of plate and frame heat exchangers at my old job and these charts were readily available.
At minimum I would want to see their performance data based on a 100 deg day and low flow condition.
