On a carb with electric choke, if put the pedal all the way down and hold it there shouldn’t it hold the butterfly open?
 
It usually opens up the choke plate about half an inch, but doesn't hold it all the way open when cold.
 
On a hot engine, the thermostatic coil in the choke should hold the choke plate wide open regardless of throttle position. On a cold engine startup, as the engine warms up you may need to tap the throttle to release the fast idle cam and allow the coil tension to open the choke plate wider until it’s pretty much warmed up.
 
Can't speak to all carbs but would imagine they have the feature. It is called unloader. For Carter AFB/AVS yes...pressing throttle to floor engages lug on throttle lever to Fast Idle cam which opens the choke more. Not fully. Meant to allow a restart if the carb flooded the engine. Nothing to do with type of choke, but related to how fast idle cam and choke blade interact.
