That sounds like the perfect use for the old tires. It also explains why it isn't approved. Leave it to the Government to screw up a good thing.studies have shown that ground up old tires mixed in with asphalt used to pave roads:
decreases tire wear on cars using those roads
greatly reduces cracking and pot holes in the road surface
increases the useful life of the road
yet still not approved
additionally, it would create a demand for used tires, making them valuable rather than a hindrance and costly to dispose of
