Headliner Questions?

When I bought the car it was missing the headliner. It has some surface rust kind of stuff. If I wipe my hand over it, some of it is kind of like rust dust that falls onto the interior.

What is the best way of dealing with this? Do I just go over this with a wet sponge of some sort and then use rustoleum?

Do I use Por-15, is there a spay on to make it easier? and then use Dynamat before installation of the headliner?

Just need opinions. It will be a while before this project, but this is a good way to measure what will need to be done.

DA it down to bare metal, then epoxy prime it.

Clean it down to bare metal like mentioned above. Then I would apply this stuff. Dries like paint then install insulation.
