Rocker shaft orientation

If you torque the hold downs too much it will oval the shafts.
So you would lean towards the 15-17 ft. lbs.? Sure doesn't seem like much for what they are required to do.
 
Do what the factory service manual states. If you have thicker shafts, quality hold downs, and pipe-plugs in the shaft ends, you can go higher on the torque. Hard to imaging many street cars needing anything more than the FSM torque spec.
 
Just for reference the factory torque specification for the rocker shafts on a big block engine is 25 foot pounds.
