Looks like it could be for holding dial gauges and vernier calipers on a wall.
Or it could be a spacer for trial fitting a part on the engine?

I could not locate mine at the time so I went up to the local True Value hardware store and bought this one.It is a legit tool for the job and worked well.Although you can easily make your own.
